There is a group of dog owners who, for the last two months, have been using the Tyler Park as a place to meet in the evening to allow the dogs to play. This group has started a “Dog Blog” and welcomes new members.

I didn’t think about posting this on FB and the NHCC Dog Blog until I was talking with someone at the park yesterday who’s not on the Tyler Park Dog List. Below is what I e-mailed to those on the list on SU (4/1/12, not an April Fool’s bit). Contrary to what you may have read in the NHCC newsletter, if you want to be added to the list, contact me at craig.proctor@comcast.net.
I tried calling the Bellevue Parks Dept. Tuesday, but just got voice-mail, so I sent an e-mail that was apparently forwarded to a Bellevue Park Ranger (I didn’t know they had one of those). I told her that a Parks Director had told me in early 2010 that, since they couldn’t develop the park yet, they were encouraging people to take their dogs to Tyler Park and that no one would be coming around to enforce the leash law. I asked if they had new employee(s) or if that statement had changed. She was polite, but stood by the leash law (& there are new employees). Bellevue PD or a Park Ranger can issue a ticket, but she said they start first with “education” by putting up pamphlets about the leash law with phone numbers and off-leash park locations. After that, it would be warning followed by ticketing. When I asked how much the tickets would be, she didn’t say, but said it was different whether it was Police or Parks. She did say that there had been a couple of complaints at the park and that those complaints had been about dogs jumping up on a person. Are we talking Nalu-size or Bo-size here? Doesn’t really matter. None of the owners want their dog standing up on anyone and we correct them immediately; but nobody I’ve met on this list would call Parks/Police and complain about it.
I don’t know if they can issue a warning to person A on one day and then just give a ticket to person B the next or if each individual has to receive a warning before a ticket. I can’t see the Police Dept making it an issue, it’s not like the Downtown Park or others where there are non-dog owners doing non-dog owner activities. Everyone at Tyler Park is there for only one purpose – to let their dogs run and play off leash.
I agree with Todd, keep going to the park. Play on the north end of the field. If either BPD (Police or Parks) shows up, run out the back. LOL. No, just deal with it; I think it would be just like with Connie last Saturday, they just said put a leash on the dog. So put a leash on, walk them around until the person is gone, take the leash off. We’ve been doing that at Lake Boren Park for a couple of years; but at least there we normally have time to see the officer and leash up long before the officer can see the off-leash dog.
If anyone gets a warning or a ticket, please let me know ASAP and I’ll make sure it gets e-mailed and posted on FB and the NHCC Dog Blog.

Thank you to whoever filled the poop bag holder at the park. I had noticed over the weekend that it was empty, but it was FULL yesterday with store-bough bags. I always carry my own – it’s part of the dog gear like leash, treats, toys, etc. – but there are some who don’t and we all appreciate their using what you provided.

FOUND DOG LICENSE!
I forgot to add that Friday afternoon I picked up a dog license tag that someone had found and placed on top of the NHCC newsletter box; the paper behind the box was wet, folded over and covering it. I started to leave it on the garbage can lid, but brought it home instead. Since it was after 4:30, Monday morning I called Pet Licensing to match tag# with dog, but they had no record of that tag#. The best they could tell me was that tag# came from Sierra Fish & Pet Shop in Factoria. I called them. I just now called them again and was told that Bruce has looked back through about 1.5 years of license forms (being a programmer, I would think they should be able to look up a dog by license#…but that’s just me).
So, if Pet Licensing doesn’t have a record of the tag and Sierra can’t find it, sounds like an unlicensed dog out there. I’ll put the tag on top of the trash can where it can be seen when I go there later.

Newport Hills Neighborhood Park Planning
Background:
In 2010 the City of Bellevue acquired property on Southeast 60th Street for a new neighborhood park in the Newport Hills area. The site was purchased with funding from the 2008 voter-approved Parks and Natural Areas Levy. While the levy provided funding for the property acquisition, no money was allocated for property improvements, and no development plans have been established.
Resident Ideas Wanted!
The City and the Newport Hills Community Club have recently agreed to work together to develop a vision for the park. The water seepage was noted at the back of the property and in one very specific spot. The back of the property would not be ideal for the other uses that people have requested but would be ideal for an off-leash area. That seepage may/may not be a simple fix. I would like to see this property stay mixed-use with development at the front of the property for the rest of the community to use (i.e., playground, skatepark, etc). We essentially lost our neighborhood park (and I heard a city council member state “when we took away your park” at the candidate forum) when Newport Hills Park was redesigned and made into a regional destination for soccer teams. The Tyler property is a chance for Newport Hills families to have another gathering place. We are willing to share it with our dog owning neighbors as long as they are willing to share it with us also.
I am very concerned that the suggestion to make changes to the property before land use has been decided by the community would allow the pro-dog park folks to make future claims of “this is a dog park and the changes we made to the property set a precedence”. As a Newport Hills resident and as a dog owner myself, I am happy to see fellow dog owners using the property. However, I do not support the fencing in of the property to create a dog park until the land use has definitively been decided, nor would I be on board with the NHCC donating money to that one specific cause. Frankly, I don’t think changes to the property for any one group/special interest, regardless of private funding, should be allowed until the *entire* Newport Hills community has had a chance to weigh in on what they’d like the Tyler Property to be. We are still in the infancy of that discussion.

Just got home from the NHC Club meeting. I hadn’t realized they would be talking about the use of the Tyler Park property. I really like the idea of using the property for dogs. According to a property owner next to the park there is a major problem with water seepage so that will definitely limit the use of the area but would still be great for dogs.
I think we should lobby for a dog park and enclose the area with fencing so the dogs can’t escape. We could use volunteer help in putting up the fencing and get donations and maybe some immediate funding from the NHCC and then pay them back at a later date.
I understand there is a lot of wildlife in that area and I don’t know if the dogs would scare them off. The dogs wouldn’t be around at night though. We may need some professional help on finding out what the effect dogs may have on the wildlife.
It was an excellent meeting.

Tom & Wendy – One of the issues outlined in Tuesday’s, October 11th Candidate’s Forum is Land use. NHCC will host an evening Candidate Forum on October 11, 2011 at 6 pm at Lexus of Bellevue for candidates for Bellevue City Council and Bellevue School District elections. The Forum will be a moderator-led question and answer format, addressing various issues including hospital and school district boundaries, land use and neighborhood shopping center redevelopment, city and school district budgets, council responsibilities and local transportation challenges. Kurt Springman, Newport Hills resident and former Bellevue City Councilmember will be the moderator. The Forum is open to the public and all residents of Bellevue are encouraged to attend.

Lisa – We love having the park for the dogs and in these budget cutting times it seems like the cheapest solution going forward for this space.
We (dog owners) plan on having a strong showing at this meeting.

Hello “Dog Blog”, You are all invited to join us at the next NHCC general membership meeting on Tuesday, October 18th. Social hour is 6:00 – 7:00 for an informal neighborly meet & greet w/ light refreshments. The general membership meeting begins at 7:00pm and lasts about 1.5 – 2 hours. There will be a guest speaker from the COB Parks dept. regarding the Tyler Park you are referring to on the NHCC blog. Robert Parish is the New Park Committee Chair who will serve as a great resource for you all.
